It's more than 1 - it's plural.

I completely agree with Raymott. It can only be are. There are two items here.

You have to wonder what was in the mind of the person who wrote it. I pity you fine students of English who have to be measured by people who not only don't know their grammar but would think that your answer to such a question is an important indicator of your ability to write English.

I am sorry to get so exercised over this but I have seen too many examples of such test questions.
