A Siberian tiger beats a lion on both strength and speed. Yes
A Siberian tiger outdoes a lion on/in both strength and speed. Yes, uncommon.
A Siberian tiger outgo a lion on both strength and speed. No
A Siberian tiger outdo a lion on both strength and speed. No (This is simply the wrong form of 'outdoes')
A Siberian tiger surpasses a lion in both strength and speed. Yes.

A Siberian tiger is superior to a lion in [terms of] both strength and speed. Yes.
    Thank you very much
You can't use "any" in this context. If you do, I can pick the oldest, sickest, weakest Siberian tiger and prove you wrong.
You need to compare like with like. A Siberian tiger - A lion.
Or "Most Siberian tigers can beat a lion" etc. if you want to qualify the comparison.
