    Not a teacher. Also don't know IPA.

    It's a long I, like "light", so LI-po-SUCK-shun.

    The LI is more heavily accented than the SUCK.

    Some dictionaries give both- Merriam Webster has it with a short sound and a long one:

    I'm not sure which is most common, but I do hear both in the UK.
