meaning of "matter" & "subject"

The 'matter' is whatever is at issue: for example, the matter could be a dispute between two parties.

'[The matter] is now the subject of court action' means the matter 'has been submitted to the relevant court for discussion' (ie the matter has become a court case) with a view to resolving (ie reaching a final decision on) the matter.
