    (1) Maybe that sentence might be easier to understand if you remember

    that the word what in that sentence is --according to some grammarians

    -- a relative pronoun. That is, it = that which.

    (2) Thus, your sentence is:

    I am sure that that which you said is wrong.

    The first that is not necessary, so we then have:

    I am sure that which you said is wrong.

    (3) I interpret that sentence as saying:

    You said something. I am sure that you are wrong.

    P. S. You could also say: I am sure (that) everything (that) you said is

    wrong.

    I'm sure [that] what you said is wrong = Everything you said is wrong.

    I'm sure [that] some of what you said is wrong = Some of what you said is wrong, but not all of it.
