I don't see why you can't use also in positive/negative questions.

Are you not also going to the cinema on Tuesday?
Should I also close the window while I'm up?
They have 3 cats. Don't they also have a dog?

I have reviewed the book on Idiomatic usage in Englis by a Chinese expert. He said we could say "He did not come, and she also did not come."But we don't say:"He did not come, and she did not also come."He didn't say "also" cannot be used in interrogative sentences.

    cheers!

OK, but that's to do with the position of the word in the sentence, and the word order for the first is better, but that doesn't mean it cannot be used in a negative clause. In the first it comes before the whole verb phrase because it is the whole verb phrase (did not come) that is the same and not only the verb come.
