Hello Teachers! What's the meaning of this sentence?
There is little reason to believe Chinese officials were aware of the July 2007 report, or that it would have made much difference if they had been。
Does it mean that Chinese officials knew that report, but they didn't tell anybody. so it made a very serious result.?

The sentence means we don't think they knew about it but even if they had known it would not have made a difference.
