What is the meaning of the catchphrase "To infinity and beyond" that is always repeated by Buzz in Toy Story?

What does he mean by it?

It's just a catch-phrase - specifically (hyperbolically) saying he'll go as far as possible (and then some) to do what's right. (In the tradition of such catch-phrases involving popular science, it is logically impossible - I think ;-)).

There are mathematics where "infinity plus one" comes into play, as oxymoronic as it sounds.
