    What are words (informal and formal) which means to allow something bad or some bad behavour to happen or to continue?
    Is 'connive' a good choice? What other alternative?

    Connive is a good word. The meaning is to do nothing to stop wrongful or illegal act, thus showing encourangement to the act.
    *The policeman connived at the forger`s plans so as to earn some extra money.
