" In anatomy, the orbital bone is the cavity or socket of the skull in which the eye and its appendages are situated."-Dictionary.

As Reemy stated, the orbital bone is the bone that surrounds the eye socket. If a make-up artist refers to understanding the orbital bone, he is suggesting that the person in question needs to learn the appropriate cosmetic techniques suitable to her overall facial structure. Does she have deep-set eyes that appear to be sunken behind her cheek bones? Proper make-up can make her eyes "pop" and appear to be larger and more protrudant than they really are.

So, back to grammar, do you mean that the original sentence should read
"she needs a better understanding of her orbital bones"?
No, I wouldn't go that far. "Orbital bone" can refer to the bone around her orbit, without referring to a specific bone or bones.
