    I want to ask about the correctness of two senteces:
    The most controversial moment for the Faculty is spending money on covering administrative pay raises. The speaker presents opposite side of the issue explaining faculty’s propositions.

    The most controversial moment for the Faculty is (or was/will be depending on timing of the statement) spending money on covering coverage of (sounds better)administrative pay raises. The speaker presents (or presented/will present) the opposite side of the issue explaining the faculty’s propositions.
