    Further to what Raymott said, I am not sure what you mean by "revise this location".
    But "I can't" and "I am not able to" have the same meaning, and there are two possibilities.
    1. It is physically, technically or otherwise impossible for me to do.
    2. I am uwilling or not allowed to do it.

    Me neither, I ignored the latter part of the sentence and just referred to it as "it".

    So did I. I just assumed that he knew what he was talking about. If he is unable to do it, he can't do it.

    I suppose he'll now post something that will prove me wrong! But that's covered by 2006's post.
