Would you be kind enough to tell me whether I am right with my interpretation of the expression in bold in the following sentence?

He frequently consulting his pillow how to behave himself on such important occasions.

consulting one’s pillow = putting off making one’s decision for following day

I imagine it means the same as "sleep on it" which has the same definition you gave, though I've never heard it.

Again, we have a grammatical problem with the sentence.

"He frequently consulting..." should be "He frequently consults..."

Also, after "consulting his pillow" you need "on" or "about" or even "regarding".

The word "himself" is also not entirely required.

He frequently consults his pillow on how to behave on such important occasions.
