    You must take away 'be' but not 'always':

    'Sometimes the best is not always the winner'.

    You cannot have "Sometimes" and "not always" in that sentence. (except in a very contrived situation)

    Sometimes the best is not the winner.
    Sometimes the best doesn't win.

    The best is not always the winner.
    The best doesn't always win.
