    present or past perfect?

    Along with China's rapid economic growth has come a huge demand for certified professionals to run the country's booming businesses and government agencies. As a result, in 2006, approximately 280,000 individuals took the PRC bar exam, 560,000 individuals took the CPA exam in China. The majority of these test takers have taken at least one preparation course.

    It looks to me that these people had taken a course or two to prepare for the tests before entering the exam room in 2006. Do you think the writer should have used past perfect tense there? Thank you.

    Yes, I do, "had taken" would be better.
