    extraction from somewhere

This is an extraction from somewhere and i am not sure where "the specific approval" in the below sentence is connected to.

    - It is subject to limitations set forth in the Act and the specific approval for the re-authorization of the project.

what is it omitted ahead of the specific approval? is it subject t the specific approval of ~`? or is it "limitations set forth in the specific approval of ~~~?

please inform me of what is omitted in above.

    Your first choice is correct.

It is subject to the limitations set forth in the Act, and it is subject to specific approval for the re-authorisation of the project.
