    We have no way of knowing.

    It depends on who has to note and who has to approve the report.

    Here:
    Assuming you've done a report and you need to submit it to your supervisor and director.
    Who will approve and who will note? Does approved and noted complement/depend upon the hierarchy of the position (supervisor & director)?

    I would think that the higher ranking officer would approve the report and the other would note or record it.
