    Multiple Proper Nouns

In writing about two or more counties, is it proper to refer to them as "county" or "counties". For example, when writing about the separate of counties of Beaver and Allegheny would you write, "Beaver and Allegheny County" or "Beaver and Allegheny Counties?"
