Hello!

What is the right tense after "to regret"?

-I regret to have said that?

-I regret to go there?

And by the way, would it be better to say "I'm regretting?"

If you're are sorry after doing something, use a gerund:

I regret saying that/having said that.

If you're sorry before doing something (giving someone bad news, for example), use the infinitive:

I regret to have to tell you that your application was unsuccessful.

If you say "I am regretting having said something", it means that at the moment of speaking you are experiencing regret.
