I would say "commonly or frequently eaten". (I don't think it's true by the way).

I'm guessing you're wondering whether to write 'Fish and chips is...' or 'Fish and chips are...'

The right answer is is, as long as fish and chips is being considered as a single entity in the sense of a meal or a dish.

Well, I would certainly take a curry over fish and chips, bangers and mash, steak and kidney pie etc, though maybe that's because I'm vegetarian and there are plenty of delicious veggie Indian/Bangladeshi/Pakistani dishes.
