Hi there,
I will be really grateful if an experienced teacher can answer me.
I would like to know what you would say to your student whose hand writing is legible but not nice?
Do you mention it to him/her at all? Is it really important in American/British culture for one to have a nice, academic-looking hand writing or it is just something we, non-native language learners, are concerned about?
At last, what is the phrase (most probably there should be a fixed, or popular one) used in these cases?

If it's legible, I wouldn't say anything at all. Once someone has developed a particular style of handwriting, it's difficult to change it. Students are already worried enough about vocabulary, grammar and punctuation without being told that their handwriting isn't attractive!
I'm not sure what you mean by "academic-looking" handwriting. I'm sure there are plenty of "academics" who have unattractive handwriting, the same way that there are non-academics who write beautifully!
