    has/had

    Dear all,

    In the sentence below. It started with "It has ordered", why use "had started" in the later part of the sentence? why is it not with the prior one?

    "It has ordered two big new carriers, but no sooner had work started than the government slowed down construction."

    'It had ordered' would be better in this sentence.
