    Smile which one is correct?

    Hi. it has been a year since my last post to this forum. I miss all of you!
    I have a question. Please correct this.

    "Also, to provide additional input for policy-makers before embarking on new immunization programs for students to OR who enter medical school"

    In my opinion, "who" is OK. The following attributive clause describe students. But I'm also waiting for someone to tell us if "to" can be used here.

    If "to" is used, what is the logical subject of it? I think it is not "students", but the whole sentence "to provide additional input…………" Then the meaning of the sentence differs.

    What I want to ask a step more is that can "to" be used here grammatically right?

    Could I understand it like this:
    "students who enter medical school" refers to students who have already been recruited.

    "students to enter medical school" refers to students who intend to apply for medical school.

    I am always confused by the usage of "to" in infinitives. Is there any situation when a whole sentence is the logical subject of the infinitive.
