    be reserved with black ribbons

    City officials in Montgomery and Detroit announced on October 27, 2005 that the front seats of their city buses would be reserved with black ribbons in honor of Rosa Parks until her funeral.

    I want to know what it exactly means. Could passengers sit on those seats, or they must be left vacant?
