I think that the first one should be used for its regular leaving (schedule) and the second one should be used for the particular leaving.

I think that the first one should be used for its regular leaving (schedule) and the second one should be used for the particular leaving.
maybe yes, maybe no

If you really want to be precise, you can make better questions.
1) What time is the train scheduled to leave? (easy to answer)
2) What time will the train actually leave? (usually hard to answer) (except maybe in Japan, at least when I was last there 16 years ago)

Nice question. But we have to see the context.

For example, asking for information:
Excuse me, can you tell me what time the next train is leaving?

Or:
I'd like to know what time the next train is programmed/scheduled to leave.

That's my opinion, what's yours?
