    reading problem

    i saw a passage from website, but i face an english confusion. Here is the passage:

    The arguer claims that a sort of chain reaction, usually ending in some dire consequence, will take place, but there's really not enough evidence for that assumption.

    My question is that the phrase will take place modify the noun the arguer or the noun a sort of china reaction. i need your suggestion.
