I agree, context would help a lot. All I can think of is that it's about starting fires for political reasons.

Perhaps a metaphorical arson is meant? Such as releasing damaging stories to the press and causing problems for the politician in question? We use phrases relating to fire in that kind of context a lot, although I don't remember seeing arson used before - but it could well be appropriate if someone did it deliberately.

This sort of request would be easier to meet if you point at the little number ("7" in the case of this post), right-click, and copy the location - which you can then paste into your post. Potential respondents don't have to fiddling around with Directory listings and/or Searches.
