We are discussing about a particular handbook:

It needs to be consulted whenever an important decision must be made.

Is this sentence grammatically incorrect?
If so, then why?
Would really be helpful if you could help me out with this.

Let me try say it different way

Every important decision asks to be particularly consulted.

I'd also say

Consulting's needed whenever an important decision must/is to/should be made.

"Consulting" here is a gerund made of "to consult".
I didn't find 'consulting" in my dictionary.

I think it should be:-

We are discussing a particular book. (not 'about')

(We are talking about a book.)

It must be consulted whenever an important decision needs to be made.

There is no choice that the book must be consulted.

Someone decides that an important decision needs to be made because of their assessment of a situation.
