I don't think they are at all funny. They are very contrived.

These are very poor examples of the genre. They are not funny at all.

sounds a bit like
'It's got to be a funnier joke than this!'

Phillip the tank I'm outta gas!
is supposed to sound like
'Fill up the tank; I'm out of gas.'

Chemo sabe will make you puke!

'Chemo sabe' sounds like kemo sabe.
Don't ask me to explain that one.

The only one of those that sounds like a knock-knock joke to me is the one with Phillip.

A knock-knock joke has a person's name or a common noun. Then that name/noun is reused as a pun where the SOUND it makes is used to complete a sentence.

Phillip = Fill up

The last one doesn't work because no one is named "Chemo" and while Tonto called the Lone Ranger Kimosabe, it's not part of chemotherapy, a cancer treatment, and there's very little that's humorous about cancer in any case.

Scott is a name... is Scotta a name where you live? You're suppose to hear "It's got to be" with "Scotta."

I'm with you on this one. I think it's meant to sound like "There's got to be a funnier joke than this" (and they're not wrong). The problem, as Barb said, is that "Scotta" is not a name. At a push, if it said ...

...it still wouldn't be terribly funny but at least it would fit the general construction.

How about:

Juno.
Juno who?
Juno what I'm going to do if you don't open this door?!

Mikey doesn't fit - can you let me in?
