    If I write

    "Restaurants has many responsibilities.The meals should be tasty,the waiters has to be polite and the service has to quick so the clients will be pleased"Is it correct?

    No, it isn't correct.
    "Restaurants have many responsibilities.The meals should be tasty, the waiters have to/should be polite and the service has to/should be quick so the clients will be pleased."
    This is correct. Please note that "should" could replace "have to" and "has to" where indicated.
