    Student

When I'm not sure about the meaning of a sentence, I usually rephrase the sentence. So, this is how I interpret the quote:

"Many consider New York City to be the center of the entire world and Staten Island is located in the same city."

Re: What is the meaning of this sentence?

This doesn't make any logical sense. New York City is made up of five boroughs.

That's like saying "This steering wheel is forgotten because it's in the most famous car in the world." It's part of New York City. If people consider it the center of the world, then technically, Staten Island comes along with that.

Granted, people from that area consider only Manhattan to be "the city." If you live in Brooklyn and someone asks if you live in the city, you'll probably say no, that you live in Brooklyn, because you're not in Manhattan. But this would apply to Queens and the Bronx as much as Staten Island and Brooklyn, so I don't know what the author meant at all.
I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.

It must mean Manhattan. Staten Island (as one of the 5 boroughs) is "in the same city" as Manhattan.
