    Could you give us some context?

    It's not an idiom. It's all in the <noun>' is an idiom, meaning the <noun> is the most important thing: 'It's all in the vinegar, so get the best you can afford'.

    But that is not to say that 'It's all on the legs' is impossible. 'Have you noticed anything about the splashes of mud? It's all on the legs. The perp must have been wearing a short coat.'
