    When you say something that you should not have said, especially something harmful or embarrassing to yourself, it is said that you "put your foot in your mouth."

    Yes, and I think the quote posted by ostap77 is using that idiom and also referring to Foot-and-mouth disease - Wikipedia, the free encyclopedia to create a punning effect.

    Foot and mouth disease is a contagious disease of cattle. Foot-in-mouth disease is a play on words applying to someone who frequently puts his foot in his mouth (i.e.- makes embarrassing verbal blunders or revelations.)
