No. It looks as if it should, but apportioning is allotting [aha - that sort of 'lot', like 'parking lot' or 'vacant lot'...] - specifying that something belongs to someone. (Curiouser and curiouser - an 'allotment' doesn't belong to the person who tends it.)

I think so. There may be some specific jargon though, relating to a particular area of property-dealing.... Perhaps someone else knows for sure :?:And land parcelling is simply dividing land into smaller pieces?
