    Tenses

    Although the sentence is written in the past tense (in indirect speech), is it correct for the underlined phrase to come in the present tense?


    The minister said that although he didn't expect such a wave of protests to take place, as the situation on the ground today is completely different than it was two years earlier, still, his office was preparing to advance any development in the field.

    It's not absolutely essential to backshift (though I always advise it as a rule). In this case it's best not to, otherwise you losing the contrast - "the situation was completely different than it was." The contrast is better illustrated with "is".
