with burns to 40 per cent of his body

Man burned as barbecue blows up - Yahoo!7
A man in his mid-20s has suffered burns to 40 per cent of his body at an early morning barbecue that went wrong.

A group of men were standing around the barbecue around 4am in the yard of a house at Heathcote Junction, on Melbourne's northern fringe, when someone threw an accelerant onto the flames.

Ambulance Victoria says the barbecue blew up badly injuring one of the men.

He was flown to The Alfred hospital by air ambulance in a critical condition with burns to 40 per cent of his body.
The first sentence says has suffered burns to 40 per cent of his body, so isn't with burns to 40 per cent of his body unnecessary?
