    will / would/can/could

    May I suggest to put a cap on the number of committees that an employee____ be assigned to.

    My question is the following:what should i put in the empty space: will, would,can,could?

    May I suggest to put a limit on the number of committees that an employee_could_ be assigned to.

    I think all choices could potentially fit and it depends on context - how much is known about these committees?. Would is the least likely, could and can are the most likely to my ear.

    'Can' or 'could'.
    I'd write, "May I suggest putting a cap on ..."
