    It would be charitable to say that

    More than 300 million people in the world speak English and the rest, it sometimes seems, try to. It would be charitable to say that the results are sometimes mixed.
    Does the red sentence imply that the results are often mixed or bad?

    Yes, it suggests that of the people who try to speak English, some do it well, others do it badly.

    "It would be charitable to say ..." means it's an exaggeration, or a polite way of putting something. The speaker really thinks the results of "the rest" are largely bad. Note that he is not saying the results are mixed, but that if he felt charitable, he could probably bring himself to say this.
    If I said, “It would be charitable to suggest that George W. Bush had his intellectual challenges”, I might mean that I thought he was a moron, but I didn’t want to actually say that.
