    What does this mean?

    "performance-driven materials"

    They are fabrics that are hard to be produced ?

    I don't think so, but if you quoted a whole sentence, I would perhaps know. Most probably the meaning is materials produced to a very high standard or specification in order to withstand punishingly high levels of stress, strain or other form of physical duress.
