    No, it is not correct because you are not following the basic interrogative form: interrogative pronoun + auxiliary + subject + main verb.
    You should say:

    How big is the discount going to be?

    Interrogative pronoun: How big
    Auxiliary: is
    Subject: the discount
    Main verb: going to be
