    to - to

I send my children to school, to learn.

    Should this be avoided?

I'm not sure why it should be avoided. The comma (,) tells us that the phrase 'to learn' is short for in order to learn.

If 'As thick as thieves' is OK, why not?

    Re: to - to

I would just write 'I send my children to school to learn'.

    Re: to - to

I'm with Rover - no comma.
I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
