    Dear teachers,

    Would you tell me whether I am right with my interpretation of the expression in bold in the following sentence?

    The new strategy paper, presented in draft form by NATO Secretary General Anders Fogh Rasmussen on Tuesday, addresses issues such as the creation of a European missile defense shield, the balancing of the alliance's nuclear disarmament and deterrence goals, the reform of NATO's command structure and agencies, and the thorny topic of common defense spending.
