(1) Human beings are always thinking of ways to punish

other human beings.

(2) Many years ago, the governments in Europe and the

United States used "stocks."

(a) It was like a big piece of wood with holes. The "bad"

person would have to stand or sit behind the wooden board with his/her

arms or feet sticking out of the holes. The passing "good"

people would laugh at him/her. Sometimes the "good" people

would throw dead cats or dogs at the "bad" person -- an action that

sometimes would kill the person in the stocks.

Many years ago, the governments in Europe and the

United States used "stocks."
Stocks were never used in the US. They were used by New England Puritans during the colonial period, when many people were considered "bad.":)
