    to be

    Hi

If it's correct why because we have to use verb 3rd form after to be.

It's too late for the pubs to be open.

    Regards
    Pallavi

"Open" is not a verb in that sentence.

    The pubs are open.
    The pubs are closed.
    The pubs are busy.
    The pubs are noisy.
    The pubs are smoky.

What part of speech to you think "open" is? Look at the other sentences to help.
