Dear teachers,

Would you tell me whether I am right with my interpretation of the expression in bold in the following sentences?

“He’s a good enough lad, by all accounts, “ said Gorman reflectively. (E. O. Connor, “:The Last Hurrah”)

..He is not one of those whose sole aim is enjoyment, as, by all accounts,that unfortunate young man, his brother, seems to be. (O, Wilde, “The Importanceof Being Earnest.”)

according to all accounts = by all accounts = according to the general meaning

In those sample sentences, 'from all accounts" = from what we know about him.
