[Grammar] "Nowhere near" rules. Little help needed.

Please explain what is the difference between:
1. I'm nowhere near as skillful as Tom.
2. I'm nowhere near skillful Tom is.
3. Im nowhere near skillful as Tom is.
4. I''m nowhere near skilled as Tom is.
10x beforehand;-)

Only #1 is correct.
