    Do these two sentence have the same meaning?

    "Z shall strive by all means to have the testing equipment that is in X's possession and that is relevant to the business activities made available and ceded for use by X to G."

    "X shall strive by all means to have the testing equipment relevant to the business activities that is in Xs possession made available and ceded for use by X to G."

    YES.

    It seems to me that the first, while slightly more wordy, is slightly clearer, but both convey the same message.
