    The Committee shall prepare, provide advice, and have a say in the following matters.

    "Prepare" doesn't require "in." Is it nonetheless correct to build such a sentence?

    We don't "provide advice in" either. If you were to write "provide advice on and have a say in..." it would be OK. I'm not sure about "prepare", are you saying that the committee will prepare the following matters?
