NOT A TEACHER.

"Make a law" is acceptable, but usually a law is passed. There is also the expression "to lay down the law."

I'm not sure I understand your second question. Do you wish to say "to place/make an order"?

I'm not sure I understand your second question. Do you wish to say "to place/make an order"?

Jasmin is correct.

I add simply that laws may be enacted. That is quite formal.
Rules, suggestions etc may become law.
Lay down the law means : tell somebody quite forcefully what (you think) they should or should not do.

Law = rule made by authority for the proper regulation of a community or society or for correct conduct in life

When a Bill is passed by Parliament and signed by the Sovereign, it becomes a law.
