I suggest that you consider in your own mind the differences between the two aspects in the Active Voice. The differences in the Passive will be almost identical, except that, in the Passive, some speakers avoid the continuous form even when it's appropriate in the Active. This is largely because a passive continuous construction is a little wordy.

Sorry, I didn't spot that before.
The bad news is that there is no 'present simple continuous passive'.

Verb tense forms are EITHER simple OR they are not. If they are not, they can be continuous, or perfect, or both.
